The Council of the CBCG adopts three important by-laws

The Council of the CBCG adopted the Decision on the Central Registry of Transaction Accounts, which regulates the manner of maintaining the Central Registry of Transaction Accounts by the CBCG and the data published from those registries.


Moreover, the Council adopted the Decision on Security Measures for Managing Operational and Security Risks Relating to the Payment Services, intending to regulate payment service providers’ obligations concerning the operational and security risks management in more detail. The Decision determines payment service providers’ obligations regarding establishing an organisation and defining and implementing rules in the context of information system risk management. Implementing this Decision will improve the protection of confidentiality, integrity and availability of payment service providers’ data and ultimately contribute to greater information security.


Both decisions will enter into force on 8 October this year, when the amended Payment System Law will also enter into force.


The Council also adopted a Decision on the Method and the Deadlines for Submitting Data on Complaints from Credit Institutions’ Clients and Financial Services’ Users. Namely, the Law on Credit Institutions obliges credit institutions and financial service providers to submit data on clients’ complaints to the CBCG. The Decision determines the method and deadlines for submitting this data in more detail. It will enter into force on the eighth day following its publication in the Official Gazette of Montenegro.
