Advancing Finance for Women Entrepreneurs: The WE Finance Code
The Women Entrepreneurs Finance Code (WE Finance Code) is a global initiative uniting financial service providers, regulators, development institutions, and other stakeholders in the financial ecosystem. Its mission: to increase access to finance for women-led micro, small and medium enterprises (WMSMEs) – empowering them to grow, innovate, and contribute meaningfully to economies and communities worldwide.
A Global Initiative – With Local Impact
Closing the financing gap requires more than intention – it requires data. The Code supports financial institutions in accessing and analyzing high-quality, timely, and gender-disaggregated data on the use of credit and deposit services by WMSMEs. These insights are key to designing effective solutions and driving measurable impact.
The WE Finance Code is a global initiative launched by the World Bank, bringing together stakeholders across all levels of the financial ecosystem.
The European Bank for Reconstruction and Development (EBRD) is the Implementing Partner of the WE Finance Code in 13 countries across Central Asia, the Western Balkans and SEMED. It supports the adaptation of the program to local contexts while fostering global and regional collaboration.
At the national level, the Central Bank of Montenegro plays the essential role of both coordinating the initiative and collecting gender-disaggregated data, bringing together key actors in the financial ecosystem to turn global principles into local action.

Methodological note:
The data presented in this dashboard are sourced from the CBCG Credit Register. Classification by size and gender has been prepared in cooperation with MONSTAT and the Tax Administration (CRPS). Data are as at December 2024.
The dashboard allows users to explore data by selecting filters based on enterprise size, ownership structure by gender, activity sector, municipality, region, non-performing loans (NPL), range of interest rates, type of collateral, and loan purpose, enabling detailed analysis of financial access and usage patterns among women-led micro, small, and medium enterprises (WMSMEs). Number of MSME clients represents all registered MSME business entities including entrepreneurs having active bank account.
