Working Bodies
Pursuant to the article 21 of the Statute of the Central Bank of Montenegro, the CBCG has established the following committees in order to enhance its operations, decision-making arrangements and fulfil its legal responsibilities:
Committee on Supervision and Resolution of Credit Institutions
The Committee on Supervision and Resolution of Credit Institutions addresses issues related to the supervision and resolution of credit institutions, including macroprudential and other systemic measures for maintaining financial stability, as a permanent expert body of the Governor of the Central Bank of Montenegro.
The Committee reviews materials and passes recommendations on:
- proposed macroprudential measures, particularly capital buffers, as well as other systemic measures for maintaining financial stability.
- Information regarding the assessment of compliance with prescribed conditions for credit institution license application and requests for approvals specified under the Law on Credit Institutions, including acts proposed with regard to these requests.
- Proposals for regulations governing the pursuit of business of credit institutions in Montenegro, including the quantification of their impact on the banking system and individual credit institutions.
- Issues related to risk profiles of credit institutions, including supervisory strategies and proposed acts that outline supervisory measures.
- Proposed decisions on minimum requirements for own funds and eligible liabilities, summaries of resolution plans for credit institutions, as well as issues related to initiating and conducting resolution procedures and independent valuation assessments in accordance with the Law on Resolution of Credit Institutions.
- Other matters of significance for preserving financial stability and performing the supervisory and resolution functions of the Central Bank.
Investment Committee
The Investment Committee has been established as a permanent expert advisory body to the Governor of the Central Bank of Montenegro.
Its scope includes:
- Developing an investment strategy for managing international reserves to be implemented within the approved guidelines for managing international reserve;
- Reviewing the framework for investing international reserves and proposing amendments, particularly in cases of major disruptions in domestic or international financial markets.
- Implementing the investment strategy for managing international reserves: determining a List of approved banks within the parameters set by the guidelines for managing international reserves,
- Regularly monitoring and quarterly analyzing bank limits and managing credit risk, as well as evaluating the liquidity of international reserve assets.
- Monitoring the performance of the investment portfolio relative to the chosen benchmark.
Payment System Committee
Committee for Payment system of the Central Bank of Montenegro is a permanent expert working body of the CBCG Governor.
The Committee has the following tasks:
- Considering strategic and key issues related to the Payment System;
- monitoring the implementation of reforms in the Payment System;
- proposing the implementation of new solutions in the Payment System in order to achieve a higher degree of security and efficiency, as well as its further development;
- initiating the adoption of new regulation or amendments to existing regulations related to the Payment System.
IT Committee
The IT Committee is an executive body established as a permanent expert working group by the Governor of the Central Bank of Montenegro. Its purpose is continuous monitoring and management of information technology within the Central Bank.
The tasks and objectives of the IT Committee include:
- Monitoring the quality of services provided by the Information Technology Sector to external and internal users.
- Identifying, assessing, monitoring deadlines, and costs of IT projects and services.
- Considering improvements in IT capacity within allocated resources and organizational development of the Information Technology Sector.
- Proposing priorities for important IT-related activities and arbitration.
- Proposing decisions regarding current and future activities.
- Evaluating activities.
Committee for operational risk, information security and business continuity management
The Committee for Operational Risk, Information Security and Business Continuity Management is a permanent expert working body of the CBCG Governor.
The Committee has the following tasks:
- Monitoring the operational risk management, information security and business continuity process;
- Consideration of proposals for policy strategies and methodologies under operational risk management, information security and business continuity;
- Consideration of periodic reports from the system for managing operational risk, information security and business continuity (including incident reports) and other reports and documents, if necessary;
- Periodic analysis and review of framework elements for operational risk management, information security and business continuity;
- Discusses the results of conducted assessments (risk assessment, assessment of the business functions criticality, business impact analysis, list of critical functions, etc.);
- Considering other issues of importance for operational risk management, information security and business continuity.
Committee of the Certification Authority of the Central Bank of Montenegro
The Committee of the Certification Authority of the Central Bank of Montenegro for the provision of electronic trust services is established for the coordination and monitoring of the process of providing electronic trust services, as a permanent professional working body of the Governor of the Central Bank of Montenegro.
The scope of the Committee is:
- Monitoring the compliance of the Certification Authority's operations with the Practical Rules of the Central Bank of Montenegro for the provision of electronic trust services, the Policy of the Central Bank of Montenegro for the provision of electronic trust services, and the law;
- Reviewing drafts of amendments to the Practical Rules of the Central Bank of Montenegro for the provision of electronic trust services, the Policy of the Central Bank of Montenegro for the provision of electronic trust services, as well as other relevant acts;
- Providing assistance in resolving disputed issues in the process of providing electronic trust services;
- Giving opinions on the need for revocation or suspension of certificates in case of doubt about the fulfillment of conditions from Article 51 of the Law on Electronic Identification and Electronic Signature.
