Request for Expressions of Interest

The Central Bank of Montenegro, as the Implementing Entity of the “Montenegro Financial Infrastructure Modernization and its Alignment with SEPA Standards (TIPS Clone Project)”, invites qualified consulting firms to submit Expressions of Interest for providing technical support during the implementation of Phase 1 (“Pre-Go-live” and “Go-live”).

The assignment includes technical and organizational assistance in planning, system integration, testing, and stakeholder capacity building to ensure the successful launch of Montenegro’s instant payment system based on the ECB’s TIPS platform.

The Consultant will be selected following the CQS method under the World Bank Procurement Regulations. The deadline for submission is November 17, 2025, at 10:00 (local time), via email to: zoran.mijovic@mif.gov.me.
