The international high-level conference Central Banking in a High-Risk Environment: Stability, Infrastructure and Trust has concluded in Tivat. The event, marking the 25th anniversary of the Central Bank of Montenegro (CBCG), brought together leading representatives of European and international central banking and financial institutions.

At the invitation of the CBCG, Montenegro hosted governors of leading central banks from the euro area and the European Union, senior officials from the European Systemic Risk Board (ESRB) and the Authority for Anti-Money Laundering and Countering the Financing of Terrorism (AMLA), as well as high-level representatives of the Deutsche Bundesbank, the Bank of England, the International Monetary Fund, the World Bank and other European and international institutions. Participants included the governors of the central banks of France, Belgium, Slovenia, Croatia and Iceland, governors of central banks from the region, as well as prominent international experts and former heads of leading central banks who have played a role in shaping European and global monetary and financial policy over several decades.

The conference was opened by the President of Montenegro, Jakov Milatović, and the Governor of the CBCG, Dr Irena Radović, while Kristalina Georgieva, Managing Director of the International Monetary Fund, addressed participants by video message.

Across four panel discussions and a dedicated fireside conversation, governors, policymakers and international experts discussed the key challenges facing modern central banking: safeguarding financial stability in an environment of increasingly interconnected risks; global financial fragmentation and the cross-border transmission of shocks; European integration and institutional preparedness; the relationship between financial innovation and the integrity of the financial system; the technological transformation of finance; and the future international role of the euro.

Discussions focused on how to safeguard stability, and preserve resilience and trust in an environment in which traditional economic and financial risks are increasingly compounded by geopolitical uncertainty, technological change and new sources of systemic vulnerability.

In her closing remarks, Deputy Governor Dr Zorica Kalezić stressed that modern central banking requires resilience to be strengthened in a timely manner, integration to become operational in practice, innovation to be pursued responsibly, and central bank independence to remain strong as a foundation for preserving trust.

“Resilience must be built before the shock. Integration must become operational, not merely legal. Innovation must reinforce integrity, and independence must preserve trust precisely when difficult decisions have to be taken. These are not separate challenges. Together, they define modern central banking,” Deputy Governor Kalezić said.

Bringing together representatives of institutions that play a key role in shaping European and global monetary and financial policy represents strong recognition of the standing the CBCG has built over the past 25 years, as well as of the trust, professional respect and international partnerships it has fostered throughout that period.
