01/11/2026

At its meeting today, the Council of the Central Bank of Montenegro (CBCG) adopted a decision to revoke the authorisation of the payment institution ‘Alta Pay Group’ DOO Podgorica to provide payment services, after the proceedings established that it no longer meets the statutory conditions for carrying out this activity.

The decision was adopted in accordance with the Payment System Law, based on a comprehensive assessment of compliance with regulatory requirements, including the criteria relating to the eligibility of the holder of a qualifying holding and to ensuring the stable, secure and lawful operation of the payment institution.

The CBCG highlights that this decision poses no risk to Montenegro’s financial stability and does not affect the normal functioning of the payment system. ‘Alta Pay Group’ DOO Podgorica is not a bank, does not accept deposits from individuals or businesses and has no impact on the stability of Montenegro’s financial system.

In the light of current developments, the CBCG has taken all necessary measures within its remit in a timely manner to ensure that ‘Alta Pay Group’ DOO Podgorica duly fulfils its obligations and that clients’ interests are protected.

The CBCG Council confirms that Montenegro’s financial system is stable and that payment transactions continue to be carried out normally and securely.

Individuals and businesses can continue to use the payment services of banks and other authorised payment service providers in Montenegro without disruption.

The CBCG will continue to keep the public informed responsibly, promptly and transparently about all matters relevant to the security of payment transactions and the stability of the financial system.
