Strategic Planning, Digitalization, and PR in Focus During Visit to the Bank of Spain

Representatives of the Central Bank of Montenegro visited the Bank of Spain on June 4–5, 2025, as part of bilateral cooperation under the second phase of the regional project “Programme for Strengthening the Central Bank Capacities in the Western Balkans with a view to the integration to the European System of Central Banks – Phase II“.

During the two-day study visit, discussions with experts from the Bank of Spain focused on strategic planning, digitalization, and crisis communication. In the area of strategic planning, colleagues from the Bank of Spain presented their institutional approach, including the implementation and communication of strategic objectives. The session on digitalization covered the introduction of innovative solutions and the development of a document management system. The segment dedicated to public relations highlighted crisis communication planning, with practical examples from the Bank of Spain’s experience.

Bilateral cooperation with the Bank of Spain under this IPA project is of particular importance to the Central Bank of Montenegro, especially in terms of improving internal processes and aligning its operational and functional frameworks with the standards and practices of the European System of Central Banks (ESCB).

“Programme for Strengthening the Central Bank Capacities in the Western Balkans with a view to the integration to the European System of Central Banks – Phase II“ was launched in September 2022 and is coordinated by the Deutsche Bundesbank, with support from the European Central Bank and 19 other ESCB central banks.
