Call for Expressions of Interest

As the implementing agency of the project “Modernisation of Montenegro’s Financial Infrastructure and its Alignment with SEPA Standards (TIPS Clone Project)”, the Central Bank of Montenegro (CBCG) invites qualified consulting firms to submit expressions of interest for the provision of services related to the development and implementation of a marketing, communications and user experience (UX) strategy for the introduction of a national instant payment service in Montenegro.

The assignment includes the design and implementation of a comprehensive communications and educational campaign, the development of a distinctive instant payments brand, raising user awareness and trust, as well as enhancing the user experience across all service touchpoints, with the aim of wider adoption of the national instant payment system based on the TIPS platform of the European Central Bank.

The consulting firm will be selected in accordance with the CQS method defined in the Procurement Regulations of the World Bank. The deadline for submission of expressions of interest is 10 March 2026 at 10:00 a.m., to the following email address: zoran.mijovic@mif.gov.me.
