To inform the public objectively, the CBCG declares the following:


The Governor of the Central Bank of Montenegro (CBCG), who is also the Governor of Montenegro in the IMF, received a letter from the Executive Director of the Dutch-Belgian constituency, Anthony De Lanoy, on 16 October 2020. In the letter, the Executive Director De Lanoy called on the Governor to assist in establishing contact with the proposed prime minister and his team.


The same day, the Governor promptly sent a letter (attached) to the Speaker of the Parliament of Montenegro, as the only elected body of the new Government at the time, and to the Minister of Finance. We enclose a copy of these letters.


After establishing contact (provided by the CBCG) between the Office of the Executive Director and our IMF Representative, Mr. Liviu Voinea, and the proposed prime minister and his team, Mr. Liviu asked if the CBCG would be willing to attend the remaining meetings during the Annual Meetings. These meetings included a meeting with Mr. Alfred Kamer, IMF Director for Europe, and a meeting with Mr. Srikant Seshadri, Head of the IMF Mission to Montenegro, with the representatives of the proposed Prime Minister's team. The CBCG responded affirmative and accepted the proposal following its mandate. The Ministry of Finance did not give its consent to this proposal.


There is a communication with the IMF, the Ministry of Finance, and the Speaker of the Parliament of Montenegro concerning all the aforestated. Moreover, you can ask for the same information directly from the Executive Director of the Dutch-Belgian constituency.


Given that the Government will have discussions with the Dutch-Belgian constitution's Executive Director very soon, this will be the best place to directly present the objective and transparent actions of the CBCG during the IMF and World Bank Annual Meetings.


Following the CBCG mandate and mission, we remain committed to continuing cooperation with the Government and all country's official institutions.
