Intending to create preconditions for the application of the Law Amending the Payment System Law, which will enter into force on 8 October 2023, and for harmonisation with the relevant EU acquis, the Council of the Central Bank of Montenegro adopted the Decision on the Regulatory Capital of Payment Institutions and Decision on the Regulatory Capital of electronic money institutions.

The Council also adopted the Decision on the Countercyclical Capital Buffer Rate for Q4 of 2023, which determined that this rate for the last quarter of the current year would be 0%. An analysis of relevant trends in the banking sector and the overall economy preceded the adoption of the aforementioned Decision.

The Council also adopted a decision on the approval for providing payment services to the payment institution “PaySpot ME” d.o.o. with a registered office in Podgorica.
